*[All council members were present; also present were Mayor Ray McFall, Clerk-Treasurer Carol Zeman, Engineer Steve Schreiber & Solicitor Russ Pry.]

*[Clerk-Treasurer Carol Zeman noted that (barring objections) the next Finance Committee meeting would be moved to Tuesday 22 April 2003.]


*[Engineer Steve Schreiber stated that:
... he had additional meetings with the Summit County Engineer on replacement of the Akron-Cleveland Road bridge over the Bike & Hike Trail. The studies seem to suggest that replacement of the bridge structure is the most cost-effective option. The village will probably have to contribute to preliminary soil studies, etc. and Mr. Schreiber will prepare a report on the matter. This project is designated SUM CR 16-1.95 by the county.
... that the long-awaited handicap-accessible restrooms, while "98% complete", had a couple of change orders still outstanding;
... that the new zoning map approved in last month's Ordinance 5-2003 would be finalized and published within the next week;
... that the Village's stormwater handling plan had been approved;
... that there was flooding along W. Hines Hill road, associated with the "Canale property" (240 W.Hines Hill), due to a dispute over use of a drainage culvert. He was researching the pedigree of the culvert in question. (See below).]


*[Mayor McFall noted a conversation with Bart Wolstein earlier in the day, confirming Mr. Wolstein's interest in putting a 20,000-seat professional soccer stadium facility on the Boston Hills Country Club. (Mr. Wolstein was the principal owner of the old Cleveland Force soccer team, and is reported vying for a Major League Soccer expansion franchise.) The Mayor also stated that he had then spoken with the owner of the golf course (presumably Mr. Arthur W. Treuhaft or another representative of Hudson Park Estates Inc. & Woodale Estates Inc.) who claimed not to have been contacted about this interest.]
*[Mayor McFall stated that Omni Realty had informed him that, when the weather clears, ground would be broken for the new Liberty Harley-Davidson building on E. Hines Hill Road. Engineer Schreiber (later) asked how they could break ground when he had not yet finalized approval of their site plans. The Mayor said he would contact Omni (or Marous Brothers) and check on this point.]
*[Mayor McFall further stated that Omni was "80-90% sure" they would be dismantling the old hotel at Route 8 and Hines Hill Road, rather than refurbishing it. Omni would bring a preliminary development plan for the site to the Planning Commission, in the near future.]

AUDIENCE PARTICIPATION

*[Mrs. Sandra Buckey, of 160 W. Hines Hill Rd. stated that she and her husband were among the property owners adversely effected by the flooding problem noted by Engineer Schreiber (above). She estimated that 5 acres of her 7.5A lot were flooded, as well as her basement, and that the problem required immediate remediation.]

AN ORDINANCE AMENDING CHAPTER 509.10(a) OF THE CODIFIED ORDINANCES OF THE VILLAGE OF BOSTON HEIGHTS, OHIO REGARDING CURFEW AND DECLARING AN EMERGENCY.
THIRD READING

[As explained previously, the current 11PM-4AM curfew for minors is extended to 11PM-6AM.]

COMMITTEE REPORTS

*[Councilor Mike Cheung reported that he had reviewed the village's financial statements through 31 March 2003.]


*[Dr. Cheung also reported on the Board of Zoning Appeals and Planning Commission meetings of 5 March 2003, 19 March 2003 (further considering tree-cutting ordinances) and 2 April 2003. Engineer Schreiber corrected Dr. Cheung as to the finality of the site plan approval given for the Donley Farm development -- it was preliminary only, pending certain corrections not yet received.]

*[Council P-PT Bill Goncy stated that he had only just received the reconciliations for February 2003 and would therefore report on them "at a later time".]

*[Councilor Terry Slane reported that she had reviewed the Village's expenditures through March 2003.]

*[Councilor Jim Hudson reviewed the doings of the Roads and Streets Department.]

*[Mayor McFall reminded everyone of the Easter Egg Hunt scheduled for noon Saturday at the Matthews-Thomas Park.]

OLD BUSINESS

*[Clerk-Treasurer Zeman noted that the northwest portion of the village had been sent a survey on options for extension of water service, and that 30 April was the closing date for receipt of those survey forms.]
