*[Clerk-Treasurer Carol Zeman opened the sole bid for two new police cruisers, solicited under last month's Resolution 5-2003. The bid was from "Babe Charrap Ford of McKeesport PA" as follows: $20,654 per unit, plus $1,495 for 75Kmile powertrain warranty, or $22,194 per unit; trade-in allowance of $11,000 total, for a package price of 33,298. See Resolution H below. Also see Resolution 7-2002 for the previous cruiser purchase, also from Babe Charrap Ford.]
*[Engineer Steve Schreiber stated that he had submitted the Village's Phase 2 Stormwater plan to Summit County; 5-year costs remain to be determined. He also stated that the Summit County Engineer is continuing to study options for replacement of the Akron-Cleveland Road bridge over the Bike & Hike Trail; there are issues with cost of utility relocation. This project is designated SUM CR 16-1.95 by the county.]
*[Mayor McFall re-iterated his communication with Rep. Steve LaTourette's office, regarding the
proposed Army Reserve Center:
The long-promised news conference, said to be announcing that the Army would not build its Center in the village,
is still pending the resolution of (unstated) details.]
*[Mayor McFall stated that ODOT would be repairing the recently-
damaged Turnpike bridge over Route 8,
closing southbound Route 8 over several weekends.

Trucks would be re-routed via I-271 and other traffic via Olde 8 Rd. Details on the exact schedule were yet to be determined.]
*[Mayor McFall announced that Congressman Steven LaTourette would hold a public meeting
on the Route 8 rebuilding project: 24 March, 7PM at the
Northfield Center Township Hall.]
*[David Himes, of Olde 8 Rd., asked for clarification of the police cruiser powertrain
warranty, mentioned above. Clerk-Treasurer Zeman stated that it was a 75,000 mile warranty.]
*["Cindy", otherwise unidentified, asked C-T Zeman to clarify some previous statement
about the efficacy of a neighborhood petition for water service in the northeast portion of
the village. C-T Zeman, Solicitor Pry and Engineer Schreiber stated, essentially, that
petitions may demonstrate public interest but would not drive external funding of the project;
the Village would continue to pursue funding options, including further application for
50% funding -- but nothing is guaranteed, petition or no.]

*[Clerk-Treasurer Zeman mentioned that the latest bank statement had only just arrived, so
that Mr. Goncy probably had not had a chance to review it. Ms. Zeman
also suggested that Dr. Cheung had not yet had time to
review the recent Village financial statements (which appears to have been the case).]
*[Council P-PT Bill Goncy stated that he had reviewed the Mayor's Court reconciliation
for January 2003.]
*[Councilor Terry Slane reported that she had reviewed the Village's expenditures
through February 2003.]
*[Councilor Jim Hudson reviewed the doings of the Roads and Streets Department, and
lauded Roads Supervisor Jim Robinson for his department's efforts during the winter season.
Mr. Hudson further noted that salt supplies were running low, and prices had doubled.]
*[Councilor Paul Palumbo reported that the Safety One committee had met and would be referring
some matters to the Finance Committee. He also reported that the Park Board was searching for
a manager for the Village's swimming pool this season.]
*[Councilor Mike Cheung reported that the Board of Zoning Appeals and Planning Commission
had met on 5 March, but that he would have to give a full report at a later time. Dr. Cheung
did mention that a combined committee was considering a tree ordinance and would have a special
meeting on this subject, on Wednesday 19 March 2003, 7PM at the Village Hall.]
