Wesley Desatnik
Presenting a proposed tenant for commercial building on Chittenden Road.
Mr. Desatnik is the owner of a 3.46A B-1 Business parcel, #1300260. This was formerly the "Biker's Chrome" motorcycle shop. This parcel will become Light Manufacturing under the new zoning plan.
A plan was presented to the Planning Commission for an automotive body shop in the existing building, including a paint shop; the applicants stated that their waste handling would be compliant with EPA regulations.
Resolution:
Approved by the Planning Commission.

John Carse
Presenting plans for the development of the Donley Farm on at 7657 Olde Eight Road, along with adjacent property to the north.
Donley Farm is a 45.00A Residential lot, parcel #1400026. This parcel is currently owned by The Donley Farm Company (President: Bruce Chamlis).
Mr. Carse showed a proposal for an 18 lot residential subdevelopment, with fully improved lots along a single cul-de-sac, which would become a dedicated road. Water and sewer service would be routed down Olde 8 Road at private expense, with the lines then turned over to the county. A wastewater pumping station would be required, and would be placed on an easement within one of the lots. Mr. Carse expected to build homes in the $500K range.
Village Engineer Steve Schreiber reviewed the plans, which he considered a "Preliminary Street Plan", and noted that it generally conformed to the Village's requirements in Codified Ordinance 1121.03. However, the plan lacked the required vicinity map, and three lots had insufficient street frontage (which Mr. Carse blamed on poor CAD work). He promised to remedy both of these problems in an immediate revision to the plan.
Three lots also violated the village's (county-based) guideline of a maximum 4.5:1 depth-to-width ratio. That is, they were too long and narrow. Mr. Carse stated that this was intentional because of a steep incline in the terrain at the back part of those lots. He was advised that he could either modify the platting or request a variance for the depth ratio; he plans to request a variance at the May 2003 BZA meeting. There were a number of questions from the audience about how the sewer extensions would impact adjacent properties, and Mr. Chuck Robinson (PC Chair) expressed some dissatisfaction at having to resolve such a complex matter on a brief examination of the plan. Mr. Carse pointed out that the plans had been in the hands of the village for weeks, and that he had met the statuatory requirements for submission.

Proposed Tree Protection Ordinance
See the Village's tree cutting moratorium.
The PC and BZA met again as an advisory committee to consider tree protection ordinances in view of the recent clear-cutting activity in the village.
Deputy Solicitor Ed Muse presented a proposed ordinance for regulation of clear-cutting, based on the discussions of the previous several meetings. This document was thoroughly dissected by the committee -- perhaps too thoroughly for the patience of some members. Eventually a proposed ordinance was hammered out for the recommendation of the Planning Commission.

Preliminary Ordinance Approved by the Planning Commission for recommendation to Council.
