Clerk-Treasurer Carol Zeman reported:
Village Engineer Steve Schreiber reported the following:
Mayor Ray McFall introduced Ms. Robin Patton, the new
"Area Manager" for Ohio Edison.
The Mayor announced that Memorial Day services would be conducted at the village's Fairview Cemetery on Monday, 31 May 2004, at 9AM.
An unidentified resident of the Ashbrooke West subdivision asked Engineer Schreiber what the "next step" will be on the Colesbrooke Road repairs (see above). Mr. Schreiber reiterated that the Road Committee would have to meet to reconsider the project finances. (This meeting was later set for Wednesday, 19 May 2004, 7PM.) He will notify Mr. Wes Turk of the meeting; Mr. Turk is the designated contact for the Ashbrooke West Homeowner's Association. Mr. Schreiber noted that the bids are good for 60 days, and that since asphalt and fuel prices have increased enormously since last year, so of course have the costs for this kind of work.

AN ORDINANCE AMENDING CHAPTER 105.03 AS TO THE AMOUNT PURCHASE ORDERS MAY BE AUTHORIZED WITH THE SIGNATURES OF FOUR MEMBERS OF COUNCIL AND DECLARING AN EMERGENCY. All purchase orders must still be signed by the Mayor. POs above $1000 but less than $24,999 must also be signed by four (4) members of Council. Larger purchases must generally be let for bids. The previous limit was $14,999. This conforms with the higher limit now permitted by the Ohio Revised Code 731.14. |
RESOLUTION I-2004

A RESOLUTION AUTHORIZING THE VILLAGE OF BOSTON HEIGHTS TO ENTER INTO AN AGREEMENT WITH THE CITY OF MACEDONIA FOR THE PROVISION OF RADIO DISPATCH SERVICE. Mayor McFall explained that this is essentially the same contract as negotiated previously, but with an added clause to allow either party to cancel with 120 days notice. The Village wished to hold its options open in case it became possible to obtain dispatch from another community at a lower cost. |
RESOLUTION V-2004

A RESOLUTION ON A PROPOSED RENEWAL TAX LEVY EXCEEDING THE TEN (10) MILL LIMITATION FOR THE PURPOSES OF PROVIDING AND MAINTAINING FIRE APPARATUS, APPLIANCES, BUILDINGS OR SITES THEREFORE (O.R.C. 5705.19(I)) FOR THE VILLAGE OF BOSTON HEIGHTS. This is regarding the renewal of the Village's Fire Levy, which expired last tax year, with last collection this year. The levy would remain at 1.75 mills and would run from tax year 2004-2008, with last collection in 2009. The issue is expected to appear on the Special Election ballot, 3 August 2004. The Fire Levy was last renewed at the November 1999 election, by a 61% -to- 39% margin. |

A RESOLUTION ACCEPTING THE BID OF __________ FOR THE PURPOSE OF ROAD WORK ON COLESBROOKE DRIVE FROM ELBOW TO CUL DE SAC AND ON NORBURY FROM WALTERS ROAD TO COLESBROOKE DRIVE. As all bids exceeded the project budget, this resolution was referred back to the Road Committee for further consideration. See Engineer Schreiber's report, above. |
Councilor Mike Cheung reported on the Planning Commission
and Board of Zoning Appeals meeting of 5 May 2004.
Dr. Cheung reported that a decision on a sign approval had been deferred to next month, and that the
PC had heard a presentation from Omni Realty in favor of their requests for zoning changes.
A Public Meeting will be held on those zoning proposals, on Wednesday 9 June 2004, 7PM, at the Village Hall --
just before the next Council meeting.
The next meeting of the Planning Commission and Board of Zoning Appeals will be on 2 June 2004.
Dr. Cheung and Councilor Janet Miller reported on the recent meeting of the Hudson Planning Commission, which was considering recommendation of that city's new Comprehensive Plan. The draft Plan included a provision that could lead to Boston Heights being excluded from the Hudson School District at some point in the future. The Hudson PC heard from a number of speakers in opposition to this provision (including Dr. Cheung), and agreed to remove that strategy from their Plan. Ms. Miller also pointed out that the Plan will include language directing the City of Hudson to work with other jurisdictions (such as Boston Heights) to further growth planning within the school district.
Councilor Annette Miller reported that she had reviewed the village expenditures for April 2004.
Councilor Jim Hudson reported that the Roads Committee had met, and reviewed the usual doings of the of the village's Road Department, including preparation of Matthews-Thomas Park for the summer.
Mayor Ray McFall announced that Mr. Scott Carter was leaving the village's Planning Commission. He
appointed Mr. John Codrea, of Olde Eight Road, to the vacant post. As Mr. Codrea was chairman of
the Board of Zoning Appeals, his honor appointed Mr. Kevin Lightner to the BZA. Mr. Lightner, of
195 W. Hines Hill at Wooded View Estates, has been a frequent observer at the PC/BZA meetings.
