MINUTES PRESENTED FOR CHANGE, CORRECTION OR ADOPTION

Clerk-Treasurer Carol Zeman reported a missive from Summit County Engineer Greg Bachman, announcing a public meeting to discuss a proposed access road along the east side of Route 8, running from Hines Hill Road to Twinsburg Road to Highland Road. The meeting will be at the Boston Heights Holiday Inn, 22 April 2004 at 7PM. This would be followed by a "brainstorming" meeting with the effected municipalities, and other meetings as required.
Village Engineer Steve Schreiber reported the following:
Mr. Dale Markowitz, attorney for Omni Realty, was in attendance with Mr. Greg Baka, also of Omni. Mr. Markowitz stated that they had been prepared to make a presentation on their proposed commercial and residential developments in the Village, around Route 8 and the Ohio Turnpike. He instead stated that Omni was filing three requests for Zoning Code changes with the Planning Commission:
Mr. Markowitz also noted that he had submitted a proposal for the necessary zoning ordinances, with some modifications
from previous proposals. He also mentioned that an additional technical change would be necessary in the Zoning
Code language defining the districts. See News Business, below.

RESOLUTION O-2004

A RESOLUTION AUTHORIZING THE EXPENDITURE OF FUNDS FOR THE CREATION AND MAINTENANCE OF A MOTORCYCLE DIVISION WITHIN THE POLICE DEPARTMENT OF THE VILLAGE OF BOSTON HEIGHTS. A village police officer reported that private and business donations had been pledge to more than cover the projected costs of mounting a village motorcycle patrol. Elsewhere it had been stated that Liberty Harley-Davidson would provide a suitable motorcycle to the village on a $1200 annual lease. |

A RESOLUTION DECLARING IT NECESSARY TO RENEW AN EXISTING 1.75 MILL TAX LEVY AND REQUESTING THE SUMMIT COUNTY FISCAL OFFICER TO CERTIFY THE TOTAL CURRENT TAX VALUATION OF THE VILLAGE AND THE DOLLAR AMOUNT OF REVENUE THAT WOULD BE GENERATED BY THE RENEWAL LEVY. The Fire Levy was last renewed at the November 1999 election, by a 61% -to- 39% margin. |

A RESOLUTION ACCEPTING THE BID OF __________ FOR THE PURPOSE OF ROAD WORK ON COLESBROOKE DRIVE FROM ELBOW TO CUL DE SAC AND ON NORBURY FROM WALTERS ROAD TO COLESBROOKE DRIVE. This resolution was tabled due to lack of conforming bids, see Engineer Schreiber's report, above, and Resolution U-2004, below. See also Resolution 7-2004 of March 2004. |

A RESOLUTION AUTHORIZING THE VILLAGE OF BOSTON HEIGHTS, OHIO TO ENTER INTO AN AGREEMENT WITH THE SUMMIT SOIL AND WATER CONSERVATION DISTRICT FOR THE PURPOSE OF ESTABLISHING A JOINT EFFORT TO ADDRESS THE SOLUTION OF PROBLEMS RELATING TO LAND USE PLANNING AND THE DEVELOPMENT OF SOIL AND WATER RESOURCES WITHIN THE CORPORATE BOUNDARIES OF THE VILLAGE OF BOSTON HEIGHTS. |
RESOLUTION U-2004

A RESOLUTION AUTHORIZING THE CLERK-TREASURER OF THE VILLAGE OF BOSTON HEIGHTS TO ADVERTISE FOR BIDS FOR ROAD WORK ON COLESBROOKE DRIVE FROM ELBOW TO CUL-DE-SAC AND ON NORBURY FROM WALTERS ROAD TO COLESBROOKE DRIVE. This resolution was added to the agenda upon a motion by Councilor Mike Cheung, due to the lack of conforming bids received for the repaving job; see Resolution S-2004, above. This is a restatement of Resolution 7-2004 with a new bid deadline of 10 May 2004, 12 Noon. |
Councilor Mike Cheung reported on the Planning Commission
and Board of Zoning Appeals meeting of 7 April 2004.
Dr. Cheung reported that a sign had been approved for
Northeast Auto Group on Chittenden Road; Mayor McFall
reported that the sign had since been found to be in the public right-of-way, and so would have to be moved.
The next meeting will be on 5 May 2004.
Councilor Annette Miller reported that she had reviewed the village expenditures for February and March 2004.
Council President (Pro-Tempore) Bill Goncy stated that he had reviewed the Mayor's Court reconciliations through February 2004, but had only just received the village's bank reconciliations through February.
Councilor Jim Hudson reported that the Roads Committee had met, and reviewed the usual doings of the of the village's Road Department.
Councilor Janet Miller reported that she had met with the Cemetery Trustees, inspected winter damage in the cemetery, and discussed priorities with Roads Superintendent Jim Robinson. Several of his priority items were resolved immediately, and there was discussion on a proposal to rent a small excavator (possibly from Coyote Loader Sales) for future interments. New plantings would be completed before Memorial Day.
Councilor Paul Palumbo reported on the recent Park Board meeting. The Park Board has hired a new pool manager, and held a well-attended Easter party (Easter Egg Hunt). A Park Cleanup day is scheduled for 15 May 2004.
Upon a motion by Councilor Mike Cheung, Council referred certain Zoning Code amendments, requested by Omni Realty, to the Planning Commission for inclusion on the agenda of its May 2004 meeting.
