*[Mayor McFall announced that the Summit County Health Department would be providing flu shots: Hudson Barlow Community Center, 15 November 12:30-3:30PM, Summit County Health Department in Stow, 16 November 10AM-2PM, and 2 December at the Macedonia Multiservice Center. C/T Zeman noted that some Acme store locations were also providing flu shots this year. Acme on Bailey Road in Cuyahoga Falls, 16 November, 10AM-2PM; also Hudson Discount Drug Mart, 16 November, 10AM-2PM)]

*[Mayor McFall reported the following from Dino DiSanto of Rep. Steve LaTourette's office, regarding the proposed Army Reserve Center: The Army had viewed 11 additional sites, and had some interest in 4 of them (for a possible land swap deal). Mr. DiSanto is confident that the Center will not be built in Boston Heights.]

*[Mayor McFall also reported that the derelict hotel on Route 8 had been purchased by a consortium called Omni Turnpike LLC. They expect to develop a refurbishment plan over the next 90-120 days. This is the former Hudson Inn, previously the Brown Derby Inn, ne้ Yankee Clipper Inn. Click here for the property record; apparently the purchase price was $950,000. Omni Turnpike LLC was formed 7 Aug 2002, Ohio charter #1333582.]

*[Mayor McFall reported that the Liberty-Harley-Davidson dealership development was progressing, near Route 8 on Hines Hill Road.]

*[The Mayor noted the upcoming Santa Delivery program, 15 December after 12 noon. For deliveries by Santa Claus to village children, bring wrapped presents to the Village Hall. The Mayor also mentioned the Senior Dinner, hosted at the Fire Station on 16 November, Noon-3PM.]

[Village Engineer Steve Schreiber reported that construction was progressing on the handicap-accessible restrooms at the Village Hall, and that he expected the project to be complete by the end of 2002.]

[Engineer Schreiber stated that the Liberty-Harley-Davidson dealership development, near Route 8 on Hines Hill Road, has performed grading under a village permit, but was currently in conflict with the Summit County Soil   Water Conservation District. (Note: the District has authority over stormwater runoff issues at construction sites.]

[Engineer Schreiber also noted that he would be attending a 15 November 2002 meeting with the Summit County Metroparks and Gene Esser, Summit County Engineer, in connection with proposed rebuilding of the Akron-Cleveland Road bridge over the Bike & Hike Trail. This project is designated SUM CR 16-1.95 by the county.]

[Engineer Schreiber stated that he had reviewed the plans and finances of the proposed water mains extension in the northwest of the village, with an eye toward a possible 50% Issue 2 grant in the future. This approach would require a 50% local investment, probably by assessment of the beneficiaries. His new figures suggest that a local assessment of $836,940 (50% of total) would be required; with 119 "benefits" (potential service connections), an assessement of $5500-$7500 per benefit would be required. His rough estimate (based on 5% interest over 20 years) made this out to be $60-$75 per benefit per month. He noted that this was aside from the property owners' costs of actually hooking up to the mains, retiring their wells properly, etc. In response to a question by C/T Zeman, he added that his figures did include the county assessment service fee of 4%. Mr. Schreiber suggested that the village mail out a survey to check interest among the property owners who would benefit. In response to a question from Solicitor Russ Pry, Mr. Schreiber reiterated that the previous request for 100% Issue 2 funding had been rejected. There was additional informal discussion of the project among council, officers and some of the citizens in attendance.]

[Engineer Schreiber added that he had received and acknowledged correspondence from resident Bill Hinkle concerning a possible change to the proposed Route 8 upgrade project.]

AUDIENCE PARTICIPATION

*[Ms. Jane Robinson of Olde 8 Rd. warned that the county was not mailing out reappraisal information for vacant parcels, just for developed parcels. She complained that she had found, upon her inquiry, that one vacant parcel's appraisal "increased by 16,000%". (Ed.Note: seems more like 505%, which is bad enough: see parcel #1400097). She was also told that any reductions granted by the Board of Revision were not automatically extended into the next 6-year appraisal cycle.
Ms. Robinson pointed out that the County Fiscal Office was to have a public meeting on current reappraisal in Macedonia: Tuesday & Wednesday, 19-20 November 2002, 2PM-8PM, Macedonia City Hall, 9691 Valley View Rd. Mr. Hinkle added that the new reappraisal information was now available on the Summit County Fiscal Office website.]

*[Mr. Bill Hinkle of Boston Mills Rd. asked Clerk-Treasurer Zeman how the newly-enacted JEDD in Twinsburg Township would effect village finances. It was explained that village residents now working in Twinsburg Twp. would no longer be paying income tax to Boston Heights, but rather to Reminderville. Ms. Zeman made a note to look into the impact on village tax revenues.]

ORDINANCE P-2002

AN ORDINANCE AMENDING CHAPTER 505.11(b) OF THE CODIFIED ORDINANCES OF THE VILLAGE OF BOSTON HEIGHTS REGARDING PERMISSIBLE BOW HUNTING WITHIN THE CORPORATE LIMITS OF THE VILLAGE OF BOSTON HEIGHTS.

[Solicitor Russ Pry noted that the primary change here was to keep bow hunters at least 150 feet from the property of non-consenting landowners. This was not an introduced as an emergency measure; however, Council voted to suspend the rules and pass the ordinance without further readings.]

COMMITTEE REPORTS

*[Councilor Cheung stated that he had reviewed the Village financial statements "through Hallowe'en" (October 2002).]


*[Councilor Cheung deferred to Council Pres.-PT Goncy, who filled in for him at the Planning Commission/BZA meeting of 6 November 2002. Mr. Goncy reported that the PC had approved a conforming sign for C.T.Taylor Co., and that the BZA had approved a setback variance for a garage extension by (Councilor) Jim Hudson. He added that, in the absence of Dr. Cheung, the PC had deferred further consideration of proposed amendments to the proposed zoning plan, until its 4 December meeting. The Mayor indicated that a final Council vote on the plan was not likely until January 2003, after another public meeting.]

*[Council Pres.-PT Goncy stated that he had reviewed the Village's bank reconciliation for October 2002, and the August - September 2002 reconciliations for the Mayor's Court.]
*[Councilor Slane stated that she had reviewed the Village's expenditures through October 2002.]

*[Councilor Slane reported for the Safety 2 committee: the Fire Chief had asked for an allocation to obtain a supply of safety goggles. There was some inconclusive discussion on financing a thermal imaging camera.]

*[Councilor Palumbo made an inaudible statement about the Park Board, and reported that the Safety 1 committee had met and conducted an open-ended discussion on the Police Department.]

OLD BUSINESS

*[Council Pres.-PT Goncy suggested that, in light of the recent nearby tornado, the Village should reconsider installation of tornado warning sirens. Mayor McFall suggested that FEMA might be able to help with this, and offered to get in touch with that agency. Councilor Palumbo asked about the state of the previous village siren; this was reported to be derelict and unrepairable. It was stated that at least two sirens would be required to cover the entire village. Solicitor Pry mentioned the possibility of supplying weather radios instead. Councilor Slane asked about financing. Councilor Cheung stated that this would be financed by the General Fund. C/T Zeman mentioned the possibility of using the Capital Projects Fund, currently at about $43K. Councilor Slane wondered whether the Fire Levy funds could be used, but acknowledged that warning sirens were not in the current 5-year plan for the department. There was further informal discussion on the topic.]

NEW BUSINESS

*[Mayor McFall stated his intention of writing a reply to Major Kiene's recent letter in the Akron Beacon Journal. He passed out a draft copy of his proposed reply; several councilors remarked that it seemed appropriate.]
