AN ORDINANCE REPEALING CHAPTER 951.05 OF THE CODIFIED ORDINANCES OF THE VILLAGE OF BOSTON HEIGHTS REGARDING CEMETERY CHARGES AND ADOPTING A NEW CHAPTER 951.05. THIRD READING [There's an explanation of this item in the July 2002 notes. Solicitor Pry added that because this ordinance was not enacted as an emergency measure, it would not go into effect for another 30 days, during which the old cemetery rates would apply.] |
RESOLUTION U-2002 [Tabled] |
A RESOLUTION IN OPPOSITION TO THE U.S. ARMY'S PROPOSED PURCHASE OF PROPERTY IN THE VILLAGE OF BOSTON HEIGHTS FOR THE ESTABLISHMENT OF AN ARMY RESERVE TRAINING CENTER. [Councilor Slane moved to table this resolution, and that motion was approved by Council. Ms. Slane explained that the Village had been advised by the office of Congressman Steve LaTourette to hold off on this kind of action until an open public meeting was obtained with the U.S. Army. Ms. Slane thought that such a meeting might occur in early October, but Mr. Pry could not confirm that.] |
RESOLUTION V-2002 [passed as Resolution 21-2002] |
A RESOLUTION ACCEPTING THE BID FOR THE CONSTRUCTION OF NEW RESTROOM FACILITIES AT THE VILLAGE HALL. [Engineer Schreiber announced that two bids were received: from Apex Construction and from Town Center Construction. Mr. Schreiber had estimated the base bid at $51,000 and the alternate bid at $56,000. The base bid was for just construction of handicap-accessible restrooms at the Village Hall; the alternate bid was for that and renovation of the Police Station restrooms into a single unisex restroom. Apex later withdrew their bid, and Mr. Schreiber recommended acceptance of the Town Center alternate bid of $53,751. He noted that the entire cost of this project was carried by Summit County via a Community Development Block Grant. Council voted to accept the recommended bid of $53,751.] |
*[Councilor Cheung stated that the
Planning Commission/BZA had met on 4 September 2002
and that (among other things) had there considered a complaint on a variance, and that the
BZA had recommended enforcement action to the Zoning Inspector and Mayor. He also stated that
the PC/BZA had
proposed amendments
to the proposed zoning plan, and would finalize those recommendations for Council at the
next regular meeting on 2 October 2002.]
*[Councilor Cheung stated that he had reviewed the Village financial
statements available through 31 August.]
*[Councilor Miller reported, as the village representative to the
Cuyahoga Valley Community Council,
that the council wished to "touch base" with the member communities.
She therefore proposed to invite that council's president to the next regular
Village Council meeting. There didn't seem to be any objection.]
*[Councilor Hudson reported that the Streets and Highways
committee had discussed road conditions with 11 residents of the Ashbrooke development,
and had determined that about 384 feet of road surface required repair, along with
drainage improvements. The committee also received a summary of the usual doings by the Roads
Department, which Mr. Hudson recapped.]
*[Village Engineer Steve Schreiber reported on his 3 September meeting with
representatives of the County of Summit and State of Ohio regarding the Village's
request for Issue 2 funds. Both requests were denied:
Per Resolution 14-2002, the Village had requested 100% funding
for water system improvements (the long-desired water mains in the northwest neighborhoods).
Though this was denied, it was suggested that the village re-apply next year for 50% funding,
with the balance to be paid with local assessments. Mr. Schreiber noted that as it would
take 6-9 months to develop the assessment details, this needed to be started soon if at all.
Also, per Resolution 13-2002, the Village had requested 100% funding
for Olde 8 Road improvements (complete 22-foot-wide repaving).
Though this was denied, it was suggested that the village re-apply next year for 90% funding;
as the estimated cost was $3.5M, the village would have to come up with about $350,000 in
matching funds.
Mr. Schreiber also stated that he would have a recommendation to Council, by the next
Financial Committee meeting, as to possible adoption or adaptation of the
Summit County riparian
setback regulations.]
*[Council Pres.-PT Goncy stated that he had reviewed the Village's bank reconciliations
for the month of June, and also the July reconciliation for the Mayor's Court.]
*[Councilor Slane did not make her usual statement about reviewing the Village's expenditures
for the preceding month.]
*[Ms. Joann Cerny, of Olde 8 Road, asked about the status of the derelict hotel on
Route 8. Solicitor Pry explained that the Mayor had been in discussions with developers,
presumably those currently developing the land alongside the hotel. But Mr. Pry
stated that to his knowledge the hotel was not yet sold.]
