This issue would permanently increase the
village's income tax
to 2.0%, a 33% increase over the current 1.5% rate.
The rates were most recently increased
at the May 1999 election, from 1.0% to 1.5%.
Note: The same increase failed
at the March 2004 election.
A similar increase, but limited to 5 years and earmarked as capital funds, failed
at the November 2003 election.
The new 1/2% is to be levied starting in January 2004, with all revenue
slate for the village's general fund.
The village estimates the tax increase would bring in an additional $130,000 per year, of which
only about 60% would actually be realized in the first year (due to the timing of corporate income taxes).

The village income tax is levied on earned income (usually wages) and business profit, including residents' Schedule C income from home businesses. There is still no village income tax on pensions, Social Security, interest and most dividends.
The village currently has 100% reciprocity: a worker in the village will pay the full 2% to Boston Heights; a resident will pay what's over the income tax rate at his/her place of employment, if anything. For example:

At a recent Council meeting, Solicitor Russ Pry explained that a revision to governing state law (Sub. H.B.127 (H)) required the Village to put this matter to a vote on the November 2004 ballot. If approved by the voters, this measure would permit the Village to continue to levy income taxes on this type of income. Here is a brief definition of "S Corporation".

Children Services, commonly known as "CSB".
This would renew the CSB levy that expires at the end of 2004.

fall CSB strike, and from the "Kenmore Kids" incident.

The Summit County redistricting plan
take effect as of the November 2004 election for County Council, terms to begin January 2005.
The current council member is Michael King.
Note that these are the same candidates as in the previous (2000) election for this position.
The council member's term is four years.
