MINUTES PRESENTED FOR CHANGE, CORRECTION OR ADOPTION
Minutes of the November 2005 meeting were approved.
Clerk-Treasurer Carol Zeman pointed out literature for Stewart's Caring Place, a local cancer support center.
Chris Gorczycki, of Parkside Court in Wooded View Estates, asked for an update on the proposed development of Boston Hills Country Club. A consortium of developers is proposing a mix of retail and 450-639 housing units for that property, currently a golf course zoned Residential. Zoning Inspector David Himes pointed out that the Hudson Hub-Times had published an article on the latest proposal, just the day of this meeting. Mr. Gorczycki asked whether the Village had any interest in obtaining the property itself, as suggested by a letter from the Cuyahoga Valley National Park. Mayor Ray McFall replied, in essence: no. There was some additional discussion of the matter without any particular resolution or policy being unveiled.

AN ORDINANCE ENTERING INTO AN AGREEMENT WITH THE STATE OF OHIO FOR IMPROVEMENTS TO STATE ROUTE 8 AND DECLARING AN EMERGENCY. Last month, this item had been tabled and referred to the Finance Committee. This does not appear to refer or, as it turns out to the planned traffic light at SR303 and the Route 8 northbound ramp. According to discussion at the recent Finance Committee meeting, the "Major rehabilitation" referred to in the ordinance appears to be some sort of roadway repairs from the Southest corporation limits of Village to just North of SR303 (Streetsboro Road)". This section of Route 8 is already a modern limited-access highway. The resolution would appear to make the Village (not ODOT) solely responsible for all "unnecessary" costs for features requested by the Village, and for maintenance of the "described project". However, the project's details are not given in the ordinance itself. |

AN ORDINANCE AMENDING THE PERMANENT ANNUAL APPROPRIATIONS (ORDINANCE 5-2005) FOR THE VILLAGE OF BOSTON HEIGHTS FOR THE YEAR 2005 AND DECLARING AN EMERGENCY. The title and text of this ordinance appears to be in error, as this year's permanent annual appropriations ordinance was Ord. 8-2005. |
ORDINANCE DD-2005

AN ORDINANCE ESTABLISHING REGULATIONS GOVERNING EMPLOYEE USE OF VILLAGE CREDIT AND PURCHASE CARDS AND DECLARING AN EMERGENCY. This ordinance establishes a new section 147.16 in the Village ordinances, enacting a "Village Credit and Purchase Card Policy". The policy establishes an authorization and receipting system for use of such cards. From discussions at the Finance Committee meetings, this seems primarily intended to cover use of gas station credit/purchase cards. The Village had previously had gasoline delivered to, and dispensed at, the Village Maintenance Building, but is now moving toward purchasing it at local retail outlets, like BP. |

AN ORDINANCE AMENDING THE COMPENSATION FOR EMPLOYEES OF THE VILLAGE OF BOSTON HEIGHTS (ORDINANCE 9-2005) TO PROVIDE ADDITIONAL PAY TO AUXILIARY POLICE OFFICERS ON SPECIAL ASSIGNMENT
At the suggestion of Solicitor Russ Pry, and upon a motion by Councilor Mike Cheung,
the ordinance's language was amended to declare it an emergency (meaning that it takes effect immediately,
rather than after 30 days). |

RESOLUTION QQ-2005

A RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO A CONTRACT WITH THEODORE G. MANFRASS, AIA ARCHITECTS AND PLANNERS, INC., FOR ARCHITECTURAL SERVICES FOR THE ADDITION TO THE VILLAGE FIRE DEPARTMENT. Council President Pro Tem. Bill Goncy voted against this resolution, all others for it. In several earlier Finance Committee meetings, Mr. Goncy has expressed some reservations about the planning for this addition. It is expected to add office, meeting and storage space to the Fire Station. |

A RESOLUTION AUTHORIZING THE CHIEF OF POLICE OF THE VILLAGE OF BOSTON HEIGHTS TO ENTER INTO AN AGREEMENT WITH THE SUMMIT COUNTY OVI TASK FORCE FOR 2006 TO REDUCE THE NUMBER OF ALCOHOL AND DRUG RELATED CRASHES. The Village's police department has been participating in this program since its inception. The Task Force operates occasional roadside intercepts and provides extra DUI enforcement in the County. |

A RESOLUTION AUTHORIZING THE MAYOR AND CLERK-TREASURER TO ENTER INTO A LEASE AGREEMENT FOR THE LEASE OF FOUR NEW POLICE CRUISERS AND TO TRADE IN FOUR CURRENTLY OWNED POLICE CRUISERS TOWARD THE COST OF THE FOUR NEW CRUISERS. Four new police cruisers will be obtained from Clark Ford for $83,000 total. Clarke Ford is also allowing a $12,500 trade-in for the four current cruisers being retired. Payment will be made to First Merit Bank in form of a 2-year lease at a nominal rate of 5.6%, with title to the cruisers to remain with the lessee (the Village) upon completion of the lease period. |
RESOLUTION TT-2005

A RESOLUTION TO ACCEPT THE RECOMMENDATION OF THE TAX INCENTIVE REVIEW COUNCIL TO CONTINUE THE CURRENT TAX ABATEMENT AGREEMENT WITH THE McLEAN COMPANY AND BOSTON HEIGHTS REALTY INVESTMENTS, LLC, WITHOUT ANY CHANGES TO THE AGREEMENT. The McLean Company, on Chittenden Road, has a 100% abatement of improved real estate and personal property taxes. This is the third year of the five-year abatement. At its July 2005 meeting, the TIRC evaluated the company's investment and job creation performance, and recommended that the abatement agreement be continued. |
Councilor Mike Cheung stated that he had not attended the recent
the Planning Commission & Board of Zoning Appeals
meeting of 7 December 2005. As Councilor Bill Goncy had filled in on the PC,
he reported on the issues and results of that meeting.
The next PC/BZA meeting will be Wednesday, 4 January 2006,
7PM at the Village Hall.
Council President (Pro Tempore) Bill Goncy announced a December 21st Open House at the Krejci Dump cleanup site, adjacent to the Village. (This cleanup project had been the subject of some concern among the citizenry, particularly residents of Wooded View Estates.)
Mr. Goncy reported that at a recent AMATS meeting, he was told that the Village must submit new paperwork for the Akron-Cleveland Road Bridge rehabilitation project, for a January application. Engineer Steve Schreiber said this wasn't realistic, since the necessary documention included complete design plans that have never been completed.
Mayor Ray McFall reported that there had been no progress by the Route 8 Marginal Road Stakeholders
as URS was still working on the wetlands study.
Village Engineer Steve Schreiber reported that he had sent a letter to John Carse regarding apparently non-conformant landscaping construction in the public areas of his Meghan's Lane housing development. He also stated he as "closing out" various road projects and working with Mr. Goncy on the Village's 2005 Storm Water Management report.
The Village Council, Mayor and Clerk-Treasurer presented a proclamation (and gift) to outgoing Councilor Annette Miller in recognition of her long service to the Village. (Ms. Miller did not run for re-election on last November's ballot.) The Mayor declared a Day of Honor for Ms. Miller, who stated that she had "enjoyed every moment of service, [and that] it was a real honor."
