    Council
of Boston Heights

This is a non-partisan election. The Council is responsible for the legislative functions of the village government. There are six (6) members of Council; two of those seats are now up for election. One seat is currently held by Mr. Palumbo, who is running for re-election; the other is currently held by Ms. Slane, who is not running for re-election, but is running for Mayor. In addition, Mr. Goncy is also running for Mayor and will give up his Council seat if so elected.
The position pays $250/month for 2004; see Ordinance 7-2003.

    Income Tax
Rate Increase

to increase the Boston Heights Village Income Tax from 1.5% to 2.0%
4 November 2003: FAILED. See the election returns.

This issue would increase the village's income tax to 2.0%, a 33% increase over the current 1.5% rate. The rates were most recently increased at the May 1999 election, from 1.0% to 1.5%.
The new 1/2% is to be levied from Jan 2004 through Dec 2008, with the additional revenues to be deposited into the village's capital project fund. (Note: Council can shift existing general funds from capital to operating budgets.) The village estimates the tax increase would bring in an additional $130,000 /year.

The village currently has 100% reciprocity: a worker in the village will pay the full 2% to Boston Heights; a resident will pay what's over the income tax rate at his/her place of employment. For example:
A village resident who works in... will pay to Boston Heights: with an income of $80,884:
Boston Heights (1.5%=>2.0%) 2.0% (1/2% more) $1618 ($404 more)
Peninsula, Hudson (1.0%) 1.0% (1/2% more) $809 ($404 more)
Northfield, Twinsburg Twp JEDD (1.5%) 0.5% (1/2% more) $404 ($404 more)
Aurora, Macedonia, Cleveland (2.0%) 0.0% $0
Akron (2.25%) 0.0% $0


    Hudson City Schools The southeastern part of Boston Heights is in the Hudson City School District.
  Additional Levy Hudson: Additional Levy of 5.50 mill, continuing.

This levy is for operation of the Hudson schools, and is in additional to all current levies. This same levy failed in the May 2003 election. The last operating levy passed in 1998.

    Akron-Summit County Public Library The Woodridge and Nordonia Hills school districts are within the Akron-Summit County Public Library district, and so can vote on those library issues. The Hudson school district is not in the library district, and so does not vote on its issues. This applies to that part of Boston Heights in each of these school districts.
The Nordonia Hills Public Library in Northfield is part of this library system; the Peninsula Library is not, nor is the Hudson Library.
  Additional Levy County Libraries: Additional Levy of 1.40 mill, 6 years.

This levy is for operation of the Akron-Summit County Library system.
It replaces the expiring 0.89 mill operating levy, last renewed in 1999.
