*[Clerk-Treasurer Carol Zeman announced that the
Village Hall had about
30 Radon Kits available, free from the Summit County Health Department
These could also be picked up from the SCHD's Graham Circle office in Stow.

*[Mayor Ray McFall reported the following from his communications with Rep. Steve LaTourette's office, regarding the proposed Army Reserve Center: The Army is said to be definitely not building its Center in the village, and a news conference would soon be arranged to make that announcement.]
*[Engineer Schreiber stated that he had met with the Summit County Engineer, in connection with the Community Partnership Program for road maintenance, and also would be meeting again on the proposed rebuilding of the Akron-Cleveland Road bridge over the Bike & Hike Trail. This project is designated SUM CR 16-1.95 by the county.]
*[Mr. Chuck Robinson complained of the current Zoning Inspector's practice of not entering onto
properties being investigated for zoning or variance compliance. This seemed to be connected
with a long-standing dispute over a variance for a nearby property on Olde Eight Road.]
*[Ms. Mary Griffiths remarked on the tree harvesting operation currently underway along Boston Mills Road,
east of Route 8. Solicitor Russ Pry noted that the operators had been informed of village road load limits
(e.g. bonding requirements). Engineer Steve Schreiber added that he had informed the owners that
the Summit Soil and Water Conservation District may have oversight of the wetlands
on the property. Mr. William Hinkle urged council to consider making such "industrial scale"
tree harvesting an activity governed by permit, to allow the village's overview and regulation.
Solicitor Pry responded with a stern lecture on the sancitity of property rights.]
*[Mr. Bob Papes once again urged Council to pass the long-awaited rezoning plan. Among other things,
the plan would convert his family property, on Hines Hills Road, from residential to commercial use.

AN ORDINANCE AMENDING THE COMPREHENSIVE ZONING PLAN CONTAINED IN THE CODIFIED ORDINANCES OF THE VILLAGE OF BOSTON HEIGHTS. [There was a bit of controversy here. Councilor Cheung's motion to suspend the rules, dispensing with 2nd and 3rd readings of the ordinance, was defeated 4-2. Therefore this ordinance could not be considered for passage at this meeting. Apparently Councilors Terri Slane and Jim Hudson either had specific objections to the current version of the new zoning plan, or simply wanted more time for their consideration, or that of the public. Ms. Slane did inquire as to the history and status of the proposed changes along Olde Eight Road, from business to residential zoning -- all of which changes had been cancelled via final (?) recommendation of the Planning Commission.] |

A RESOLUTION ELECTING PRESIDENT PRO TEMPORE OF THE COUNCIL OF THE VILLAGE OF BOSTON HEIGHTS. [Mr. Bela Goncy, the current President Pro Tempore of Council, was re-elected. Mr. Goncy demurely abstained from the vote.] |

A RESOLUTION PROVIDING FOR THE EMPLOYMENT OF OFFICIALS AND CERTAIN EMPLOYEES OF THE VILLAGE OF BOSTON HEIGHTS, OHIO FOR THE YEAR 2003. [More controversy. Councilor Cheung moved to amend the resolution to exclude appointment of the Zoning Inspector, previously Mr. Ron Fenn, as he stated his opinion that " a change was in order ". This amendment was approved 4-2, with Councilors Hudson and Slane objecting. The amended resolution was approved 5-1, with Councilor Hudson objecting.] |

A RESOLUTION DESIGNATING MEMBERS OF COUNCIL TO THE VARIOUS COUNCIL COMMITTEES FOR THE YEAR 2003. |
*[Councilor Mike Cheung reported that the Planning Commission did not meet in January 2003.
A Public Meeting on the proposed zoning plan had occurred just before this council meeting.
The next regular meeting would be 5 February; the Mayor noted that
DynoGym Playsystems had a sign request pending.]
*[Councilor Jim Hudson reported that the Streets and Highways
committee had reviewed usual doings by the Roads Department, which Mr. Hudson briefly recapped.
He also applauded the deparment for their recent diligent snowplowing.]
*[Engineer Steve Schreiber noted that he had received and would review a
new proposal from the Cuyahoga National Park, concerning their
proposed landscape management plan.]
*[None of the usual statements were made concerning review of village financial statements!]
*[Mayor Ray McFall re-appointed Mr. Chuck Robinson as Chair of the Planning Commission, and
appointed Mr. William Hinkle to a term on the Board of Zoning Appeals. He also appointed
Joe Rock to the Park Board, and Carol Fenn as a Cemetery Trustee.]
