[All council members were present, except Mr. Paul Palumbo; also present were Mayor Ray McFall, Clerk/Treasurer Carol Zeman, Engineer Steve Schreiber, & Solicitor Russ Pry.]
*[Representatives of the Summit County Health
Department, headed by Terry Tuttle
of the Environmental Health Division, made a brief presentation
on the departments planning and preparedness for Disasters and
Bioterrorism. They suggested ongoing cooperation and communication
with the village on these and other issues, including gypsy moth
control measures. The main phone line for the Health Department
is 330-923-4891.
*[Mayor McFall noted that Memorial Day services would be conducted
at Fairview cemetery on May 27, 2000. U.S. flags will be displayed
along Boston Mills Road this year. He also stated that the annual
Fire Department steak dinner and raffle would be held at the
Fire Station on May 18th -- tickets for both available at the
Village Hall.]
*[The Clerk/Treasurer noted an increase in complaints of loose
dogs, and noted that all dogs must be restrained per both village
ordinance and county ordinance.]
*[The Village Solicitor noted that the Village had received a
Community Block Development Grant to install new, handicap-accessible
restrooms at the Village Hall. These will be constructed along
the northeast wall of the Village Hall. Request for bids would
be issued soon. The Engineer further stated that bids had been
received for repair of the Akron-Cleveland Road bridge over the
Bike & Hike Trail, but that the lowest bid at $21,250 was
well in excess of estimates and would be receiving further consideration;
also, the Metroparks would be consulted on cost-sharing. He also
reported that the traffic study on Olde 8 had been completed and
found that neither stop signs nor lights were warranted at the
major intersections, per state requirements. He reported consultations
and correspondence with Mr. Saffron (sp?) regarding Wooded View
estates, and consideration of recent flooding reported in the
village.]

the Village Solicitor explained Ordinances I and J in layman's
terms -- see below.]

ORDINANCE J-2002 [passed as Ordinance 9-2002] |
ORDINANCE CONFIRMING AND RA[T]IFYING
SECTION 147.03(b)(2) OF THE CODIFIED ORDINANCES OF THE VILLAGE
OF BOSTON HEIGHTS, REPEALING ALL ORDINANCES IN CONFLICT THEREWITH,
AND DECLARING AN EMERGENCY. [The Village Solicitor noted that this resolved an inadvertent conflict between village ordinances as to the handling of police overtime. This ordinance establishes that overtime will be paid after 80 hours per 2-week pay period (not 120, for example).] |

*[Councilor Cheung stated that the
Planning Commission/BOZ had met and approved site plans for an
addition to the C-T Construction building; approved use of the
old Lucerne building for a small landscaping business and car
detailing business; set a public hearing on June 5th for consideration
of the current Draft
Rezoning Proposal.]
*[Councilor Hudson noted that the Streets Committee had reviewed
normal maintenance, and reviewed the upcoming opening of the park
and pool for the summer season.]
*[Councilors Slane and Cheung each made a pro forma statement
that they had reviewed some aspect of the Village's recent expenditures
or finances. Council P-PT Goncy noted that he had not received
the March financial statements and therefore had not reviewed
them. C/T Zeman noted that these statements had just arrived in
the day's mail.]
