RESOLUTION 22-2002
A RESOLUTION IN OPPOSITION TO THE U. S. ARMY'S PROPOSED PURCHASE OF PROPERTY IN THE VILLAGE OF BOSTON HEIGHTS FOR THE ESTABLISHMENT OF AN ARMY RESERVE TRAINING CENTER.
WHEREAS, the Village of Boston Heights is a small, rural community located in Northeast Ohio with approximately 1200 residents; and
WHEREAS, the U. S. Government has already acquired one-third of the area of the Village of Boston Heights for the creation of the Cuyahoga Valley National Park; and
WHEREAS, the U. S. Government, through the Federal Highway Administration, is working in consort with the Ohio Department of Transportation to alter State Route 8 to limit access to the Village of Boston Heights for further business development; and
WHEREAS, the Village of Boston Heights has limited areas of development to maintain a meager tax base to maintain a police department, fire department, road department and other services it offers to the residents of the Village of Boston Heights; and
WHEREAS, it does not appear that the various branches of the U. S. Government have any communication among themselves as to the economic impact of their decisions on the small, rural Village of Boston Heights.
NOW, THEREFORE, BE IT RESOLVED by the Council of the Village of Boston Heights, County of Summit and State of Ohio:
Section 1: That the Council of the Village of Boston Heights hereby expresses its strong opposition to the U. S. Army regarding its proposed purchase of property on Olde Eight Road in the Village of Boston Heights.
Section 2: That this Council is concerned that the purchase of the property by the U.S. Army has not been coordinated with the other agencies of the U. S. Government, seriously undermines the economic stability of the community, detracts from the rural character of the community, is incompatible with the Cuyahoga Valley National Park, the eastern boundary of which is only six-tenths of a mile away, will require the expenditure of additional funds from the Village of Boston Heights without any compensation from the Federal government, and will adversely affect residential real estate values in the Village of Boston Heights.
Section 3: That this Council directs the Clerk-Treasurer of the Village of Boston Heights to forward certified copies of this Resolution to Senator George Voinovich, Senator Michael DeWine, Congressman Thomas Sawyer, Congressman Sherrod Brown, Congressman Dennis Kucinich, Congresswoman Stephanie Tubbs Jones and Congressman Steve LaTourette. Further, along with this Resolution Council would ask that the Clerk submit a letter requesting that these Congressional representatives take all necessary actions to halt the sale or to provide additional funding to allow the U.S. Army to purchase property in a location outside the Village of Boston Heights.
Section 4: That this Council hereby finds and determines that all formal actions relative to the adoption of this Resolution were taken in an open meeting of this Council and that all deliberations of this Council which resulted in formal action were taken in meetings open to the public in full compliance with the applicable legal requirements including Section 121.22 of the Ohio Revised Code.
